There are sufficient signboards & some even printed with big wording "PLEASE FLUSH AFTER USE". But that's not happening. May be because we have too many people who are not civic minded or have a mind of those who still lived in the dinosaur age. OR perhaps they could understand the logic behind the word "PLEASE FLUSH".
Perhaps, the flow charts below should be used in toilet to replaced those signboards.

One would wonder why, but the bottom line is "it begins from home". If you can and taught to flush the toilet from small (by your parents), automatically, everywhere a person goes, they will flush. (good upbringing)
You can say that again. Also some Civic consciousness.
